Do Cablenet and Primetel and Holitec provide Newsgroups? (eg uk.tech.digital-tv). Cytanet does.

I used to pay a €10 pa subscription to a German one - can't remember it's name.
Now I use 'Eternal September' which is free and seems ok
[Edit] and this can be used from any ISP anywhere
