I have never heard of an 'On / Off ' service for a mag box.

Most of the providers who you pay monthly for are on/off ...if you don't pay you don't get the service .
Next time you do pay it is back on .

I use NTV this way , most of the year it is off , but recently we have visitors so I have put it back on .

Pay Computer SOS a visit - not sure if they are the cheapest but their service is good and they will lend you a box to try.
