Cyprus ATMs

We bank with Hellenic Bank, and have a bankcard issued by them. When we use the card in one of their ATMs, anywhere on the island, to withdraw cash they make no charge.
Unfortunately they have recently closed their branch in our village, nearest one is now some way away.
So tried the one remaining ATM in the village, COOP Bank's, and I see we have been charged a €2.50 fee.
Hope someone can answer a couple of questions:
1. Is that fee normal in Cyprus for using a different bank's ATM, or do some charge more/less?
2. Does the fee amount depend on how much cash you withdraw (the above transaction was for €500)?

Yep, Hellenic charge you a flat fee of 2.50 euro per transaction if you use another bank's ATM.

Alpha Bank charge a flat fee of 2 euro if you use their Visa Electron debit card in other bank's atms.
