If you are looking for an ombudsman service that operates across Europe you might try FIN-NET at http://ec.europa.eu/internal_market/fin-net/index_en.htm

Whilst it was announced last year that Cyprus was to set up a financial ombudsman, nothing appears to have happened yet - surprised?!
