Fungus on herbs

My mint and thyme (and a tomato plant) have a fungus on them which looks horribly like the one that afflicts hibiscus & bougainvillea in recent years. Clearly I can't spray them with the usual lethal Dursban mixture. Any suggestions (a) what it is and (b) what to do? I've searched on various plant databases but many seem to suggest it's powdery mildew, but that seems unlikely as they say the mildew doesn't transfer to different plants, only to the same species (i.e rose to rose, not rose to tomato). It's definitely not woolly aphid - there don't seem to be any bugs on the plants.

Well Conditions that favor mildew formation include dry foliage, high humidity, low light and moderate temperatures. I had also found similar powdery mildew on my flower plants, I was also confused about what type of powered it was, then after inspection I got to know that these powder mildew was caused because of tiny bugs on the plants. After discussing this problem with one of my neighbour they suggested me to contact Pest Exterminator in Sacramento and take useful content from them. If Yours is powdery mildew than One of the most common active ingredients used for controlling it is chlorothalonil.
