I have just purchased an apartment in Paphos, which I am looking to rent out on short term lets. Do I need public liability insurance? If so, can anyone recommend a honest and fair priced insurance company?

It is advisable that you do get PLI
Am I correct in saying that your apartment is on a complex? If so try to get cover from your complex block/common areas insurance company. You will need to speak to the people who collect your complex fees.

I got Public Liability Insurance of €5 Million with Intasure, but I didn't realise that it might be wiser to purchase it from the same insurers that the Management company use for the public parts of the building. I will have to wait until next year to check out what they offer. Public liability is vital for renting, far more important than damage to contents, fixtures or fittings.
